Yes, and it is the reason the free plan exists in the shape it does. There is no row limit and no export tier. You can only export rows you own, which on the free plan means the ones you have unlocked, and the free plan includes no contacts. So in practice it matters most the day you cancel a paid plan and want your list.

No. We offer LinkedIn as a way for you to sign in to your own account, which is the opposite thing from reading somebody else profile to build a list. We do not buy broker lists either, and we do not guess an address a business has not published.

That it is published on their own website, and that they can have it removed from us in one form with no account and no reason required. Send them to the removal page. It applies at ingestion, at unlock and at export, and it holds through every future run.

The feed is what launched today, and rows carry the hours since the certificate appeared. A business whose site went live this morning has usually not been pitched by anyone yet, which is the entire point.
